DMG p135’s charts are preferred by most DMs to help determine where a character should be when they seek the item. It is a guess at how long it will take them to get one, based on the odds. DMG p133 displays the expected hoard payouts in a typical campaign. This includes magical items consumable and combatable.

In any case Starting at the Table G on a hoard generation charts starting at p137 it is always possible to get a “Rare” item. It is almost impossible to find rare items in these hoards. After that “Very Rare” consumables are at least possible on the Table D which starts being found with the CR 5-10 hoards and Table I has the “Legendary” items and of course it is starting to be a possibility by CR 11 hoards.
